South Carolina State Housing Finance & Development Authority

The South Carolina Housing Trust Fund provides financial assistance for the development, rehabilitation, and acquisition of affordable housing for low-income and very-low-income households. As Administrator of the Housing Trust Fund, SC Housing strives to maximize leveraging of federal, state and other housing assistance programs. The Trust Fund delivers funds through established partnerships with other governmental entities, qualified non-profit sponsors, and for-profit sponsors.

 

How the Trust Fund Works
The Trust Fund does not make funding awards directly to individual citizens, but instead works through a network of partners, including governmental and non-profit entities. These organizations apply for funding in one of the activities offered, and then use the funds to provide affordable housing to eligible citizens.

Individual citizens of SC who are looking for assistance through the Housing Trust Fund should contact one of our approved non-profit sponsors. A list of approved sponsors can be found on the Housing Authority website.

EMERGENCY REPAIR (ER) PROGRAM

 

Housing Trust Fund Overview


The South Carolina Housing Trust Fund (HTF) is a state funded program designed to provide financial assistance in the development and preservation of safe, decent, sanitary and affordable housing for low income households within the State of South Carolina. The HTF accelerates the state’s response to the production of affordable housing through innovative financing used by the Nonprofit and private sectors. It builds partnerships among government, qualified nonprofits, for profits, and those in need of affordable housing. It strives to maximize the utilization of federal, state and/or other housing  assistance programs in leveraging other public and private resources.


Emergency Repair Activity Overview


The Emergency Repair (ER) activity under the HTF program is designed to assist very low‐income homeowners in making needed and necessary repairs to their owner‐occupied homes to eliminate life, health and safety issue(s) to the occupant(s). All ER awards are subject to the HTF statutes and regulations and all other applicable Authority requirements. In order to be classified as an emergency repair, the deficiency(ies) to the unit must, at a minimum, meet one or more of the following qualifications:


 Be the result of a recent event, such as a fire or flood;
 Not be covered by existing insurance;
 If not repaired immediately, the conditions would cause further or irreparable damage;

 

MINIMUM QUALIFICATIONS REQUIRED:

Meet Income Guidelines:

Must identify and verify all sources of income for every member. Income statements must be within 90 days prior to submitting application.

 

Own or Buying a Home:

Must reside in your home for a minimum of two (2) years.

 

Copy of Deed:

Must be recorded & registered.

 

Property Tax:

Must be paid current.

 

**DUE TO THE OVERWHELMING NEED IN THE COMMUNITY, AT THIS TIME, THERE IS A WAITING LIST FOR ALL APPLICANTS AND ALL APPLICANTS WILL BE SERVED ON A FIRST COME FIRST SERVE BASIS.**

ER projects are designed to make repairs only for life, health and safety related issues.


In prioritizing the work to be performed, the Sponsor should review any health and safety issues
with the house and the major systems listed below.


Eligible HTF Emergency Repairs:


Following are repairs that can be made through the HTF ER program:
 Roofs
 HVAC
 Handicap Accessibility
 Electrical
 Structural
 Floors
 Porches
 Exterior Surfaces

Terms of Financial Assistance:

Approved nonprofits are eligible to receive HTF funds in the form of a grant.


Maximum Subsidy per Beneficiary/Property: $ 8,000
Maximum Developer Fee: $ 750


Units of Local Government are eligible to receive HTF funds in the form of a repayable loan only.  Repayable loans are available in the form of a one percent (1%) loan with a twenty (20) year term and amortization period.

 

 

 

 

 

OWNER- OCCUPIED REHABILITATION (OOR) PROGRAM

Owner‐Occupied Rehabilitation Activity Overview


The Owner‐Occupied Rehabilitation (OOR) activity under the HTF program is designed to assist very low income homeowners in making repairs to their owner‐occupied homes. The purpose of the  activity is to correct life, health and safety issues, provide accessibility for disabled persons, repair or replace major housing systems and address structural problems. All awards are subject to the HTF  statutes and regulations and all other applicable Authority requirements. Sponsors are encouraged to use other funding sources in conjunction with HTF and must provide a commitment letter from each funding source at the time of application, if applicable.


Rehabilitation Repair Priorities:
When providing funds for rehabilitation, the Sponsor should review any health and safety issues with the house and the major systems listed below. Sponsors must prioritize the rehabilitation into the following categories:


1. Primary Repairs (health and safety related repairs);
2. Secondary Repairs (associated with health and safety repairs);
3. Supplemental Repairs (those repairs not covered above that are desired by the homeowner)

 Exterior Doors and Windows
 Handicap Accessibility
 Plumbing
 Electrical
 Structural
 Floors
 Porches
 Exterior Surfaces
 Interior Surfaces

Terms of Financial Assistance:


Maximum HTF Rehabilitation Funding per Beneficiary/Property: $25,000 (plus developer fee)

Maximum Developer Fee: $2,250


Approved nonprofit sponsors are eligible to receive HTF funds in the form of a grant.


Units of Local Government are eligible to receive HTF funds in the form of a repayable loan only.
Repayable loans are available are available in the form of a one percent (1%) loan with a twenty (
20) year term and amortization period.
